UK housing compliance calendar: 2026 and 2027

Every confirmed compliance date for UK housing providers across 2026 and 2027 — Awaab's Law phase 2, the 1 November EICR deadline, Decent Homes, MEES and the devolved timetables.

Between now and the middle of 2027, UK housing providers face the densest run of compliance commencement dates in a decade. Two of them land within thirty days of each other this autumn, and both carry statutory clocks that start whether or not you are ready for them.

This page is the single calendar we keep for our own reference. It is updated as each date is confirmed, and every entry links to the primary legislation or guidance rather than to commentary. Where a date is expected but not yet fixed in law, it is labelled as such — that distinction matters more than it might appear, because several widely-cited 2027 dates are not actually in any instrument yet.

Expected, but not yet fixed

These are widely reported and worth planning around, but we have not been able to tie them to a commencement instrument. Treat the timing as indicative.

  • Awaab's Law phase 3 — extension to all remaining HHSRS hazards apart from overcrowding. The Phase 2 guidance confirms the intent but gives no date. Reports of a 2027 start are inference, not policy.
  • EPC reform — replacement of the single-metric EPC with a multi-metric assessment, intended from around October 2026.
  • Renters' Rights Act phase 2 — the private rented sector database and ombudsman, expected late 2026.
  • Awaab's Law in the private rented sector — government has committed to consult by the end of 2026.

The two that matter most this autumn

If you read nothing else here, read these two rows. They fall within a month of each other, they overlap on electrical hazards, and they are the only entries on this calendar with a hard enforcement consequence before Christmas.

Before 1 November 2026 — first EICR round

Every social tenancy in England granted before 1 December 2025 needs a completed electrical installation condition report before this date. Not booked — completed. The statute says before 1 November, so the operative working deadline is 31 October 2026.

30 November 2026 — Awaab's Law phase 2

Statutory investigation and repair clocks extend from damp, mould and emergencies to seven further hazard categories, including electrical hazards and fire.

Read together, they mean that from 30 November an electrical hazard reported by a resident starts a ten-working-day investigation clock — in a portfolio where, if the October deadline slipped, you may not hold a current EICR to investigate against.

What is the next compliance deadline for social landlords in England?

Before 1 November 2026, every social tenancy granted before 1 December 2025 must have had its first electrical installation inspection and test. Awaab's Law phase 2 follows on 30 November 2026.

Has a date been set for Awaab's Law phase 3?

No. The phase 2 guidance confirms the intention to extend to all remaining HHSRS hazards apart from overcrowding, but does not give a date. Published timelines citing 2027 appear to be inference rather than announced policy.

When does the Minimum Energy Efficiency Standard rise to EPC C?

1 October 2030 for privately rented homes in England and Wales, with a grandparenting provision for properties scoring C on an Energy Efficiency Rating before 1 October 2029.
