Housing associations, managing agents and inspection companies working in London run gas safety programmes under England's regulatory framework. Here's what applies, how often it's due, and how local providers manage it with Kaarr.
Across Great Britain, landlords must have every gas appliance and flue checked annually by a Gas Safe registered engineer under the Gas Safety (Installation and Use) Regulations 1998, keep records for two years, and give tenants a copy.
London has 33 local authorities (32 boroughs plus the City of London), and each enforces housing standards, HMO licensing and any additional or selective licensing on its own terms. Schemes differ borough by borough, and a few cover the whole borough, so a London portfolio often answers to several regimes at once.
The London Fire Brigade is the fire and rescue authority and enforces the Regulatory Reform (Fire Safety) Order 2005 across the capital.
Stock ranges from Victorian and Edwardian conversions to 1960s-70s estates and a large number of high-rise blocks. Buildings of 18 metres or seven storeys and above fall within the Building Safety Act 2022 higher-risk regime, which adds duties on top of the routine inspection cycle.
Some London boroughs make gas safety paperwork part of the licence, and the details differ. Waltham Forest's selective licence conditions of December 2023 require the licence holder to produce a current gas safety certificate to the council on each anniversary of the licence, without the council asking, and to give a copy to occupiers at or before the start of occupation. The certificate must be less than 12 months old and from a Gas Safe registered engineer. Newham's selective licence conditions, in the version published for consultation, instead require the certificate to be supplied within 28 days on demand, and Newham asks for the gas safety certificate when a licence application is made. Landlords with homes in several boroughs may therefore be asked for the same CP12 in different ways. Check the current conditions attached to each licence.

London is in England, so the governing framework is: Gas Safety (Installation and Use) Regulations 1998. Across Great Britain, landlords must have every gas appliance and flue checked annually by a Gas Safe registered engineer under the Gas Safety (Installation and Use) Regulations 1998, keep records for two years, and give tenants a copy.
A landlord gas safety check is a strict annual legal requirement, with the record (CP12) given to tenants within 28 days. Checks may be done in the 10–12 month window while preserving the expiry date. Only Gas Safe registered engineers can do this work — Kaarr manages the workflow, scheduling and certificates around your engineers or contractors; the app cannot replace the registration.
