Energy Performance Certificate (EPC) in London

Housing associations, managing agents and inspection companies working in London run EPC programmes under England's regulatory framework. Here's what applies, how often it's due, and how local providers manage it with Kaarr.

The rules that apply in London

Energy Performance of Buildings (England and Wales) Regulations 2012 · MEES 2015

EPCs are required under the Energy Performance of Buildings Regulations 2012, with the Minimum Energy Efficiency Standard regulations making it unlawful to let domestic property below EPC E in England and Wales (subject to exemptions).

Local context: London

London has 33 local authorities (32 boroughs plus the City of London), and each enforces housing standards, HMO licensing and any additional or selective licensing on its own terms. Schemes differ borough by borough, and a few cover the whole borough, so a London portfolio often answers to several regimes at once.

The London Fire Brigade is the fire and rescue authority and enforces the Regulatory Reform (Fire Safety) Order 2005 across the capital.

Stock ranges from Victorian and Edwardian conversions to 1960s-70s estates and a large number of high-rise blocks. Buildings of 18 metres or seven storeys and above fall within the Building Safety Act 2022 higher-risk regime, which adds duties on top of the routine inspection cycle.

EPC in London: what is specific here

London boroughs enforce minimum energy efficiency standards with different intensity. Wandsworth announced in February 2026 that it was targeting more than 550 privately rented homes rated EPC band F or G, had contacted over 150 landlords and had issued five financial penalties, including £4,000 for a Battersea home and the £5,000 maximum for a Balham home where a compliance notice was ignored. Newham asks for an EPC as part of every licence application, and on its MEES page says it can serve compliance and penalty notices of up to £5,000. It also says that a band E home must still have adequate heating. The Mayor of London told the Assembly in 2020 that boroughs lacked resources for this enforcement.
