Housing associations, managing agents and inspection companies working in Cardiff run fire risk assessment programmes under Wales's regulatory framework. Here's what applies, how often it's due, and how local providers manage it with Kaarr.
In Wales the FRA duty sits in the Regulatory Reform (Fire Safety) Order 2005, clarified by the Fire Safety Act 2021. The Building Safety Act 2022 higher-risk regime applies in England only. Wales has its own Building Safety (Wales) Act 2026, which received Royal Assent on 27 April 2026 and is being brought into force in stages.
Cardiff Council is the local housing authority. Every private landlord and letting agent in Wales must be registered and licensed through Rent Smart Wales, which Cardiff Council hosts on behalf of Welsh local authorities, and homes must be fit for human habitation under the Renting Homes (Wales) Act 2016.
South Wales Fire and Rescue Service is the fire and rescue authority.
Rows of Victorian terraces in areas such as Cathays and Splott sit alongside post-war council estates, and social landlords here work to the Welsh Housing Quality Standard 2023, which sets decarbonisation and quality targets beyond the older standard.
The Building Safety Act 2022 higher-risk building regime applies in England only. Wales has its own Building Safety (Wales) Act 2026, which received Royal Assent on 27 April 2026 and gives fire and rescue authorities new functions. Only some sections began on 28 April 2026, and Welsh Ministers will commence the rest by order, so the Fire Safety Order remains the working duty in Cardiff, enforced by South Wales Fire and Rescue Service. For social landlords, element 2j of the Welsh Housing Quality Standard requires a current fire risk assessment for every building with more than one dwelling, even without common parts. Cardiff Council's own tower blocks illustrate the scale. In March 2024 Cabinet approved cladding replacement at Lydstep Flats, Nelson House and Loudoun House, with Welsh Government grant of £25 million agreed in principle and completion expected in September 2027. Dates and funding may have moved since.

FRAs must be reviewed regularly and after any material change — annual review is the standard for residential blocks, with higher-risk buildings on more intensive regimes under the Building Safety Act.
